If you're interested in culture, history, architecture and cuisine - as opposed to shopping and partying - then Page and Moy do some good tours.  They're targetted at the more mature traveller, but younger people are welcome too.  Their prices are good for what you get - top quality accomodation, polite guides, a well thought out itinerary. The only problem is they have some strict rules about insurance and will try to push their own, overpriced, policy on you. Still, for a good, interesting and comprehensive European tour I would recommend them.
